Carlos Manuel Ferreira Gomes Cruz received a degree in Computer and Electrical Engineering in the field of digital systems and computers from the Instituto Superior Técnico, and completed the General Management Program at the Catholic University in 2007. After completing his studies in engineering in 1976, he began working in RDP. In 1992 he was appointed Head of the Planning and Continuity and later Head of Department of Studies, where he was responsible for the supervision of Maintenance Services and Operations. Since 2005 he was Deputy Director of Systems Planning and Radio and Television of Portugal.

More recently he has spent special attention to the topics of implementation of Digital Terrestrial Television in Portugal, and the impact of this new technology in the Portuguese television landscape, and secondly the definition of characters, preparation of tender documents, coordinating the purchase and installation of new software solutions for the 'Issue Management, Editing, Radio Production' group of Radio and Television Portugal. In February 2009 he assumed the function of Technical Director of RTP.
